Consent Agenda
The consent agenda enables the Board to accept several routine, written reports with one motion. Questions and discussion can occur, however if substantial discussion or action is required, the item can be removed from the consent agenda into the regular agenda. The consent agenda can save time and keep the Board focused on action items.

The PHIR Approach - Problem, History, Impact and Recommendation
The PIHR is a one-page summary that frames a problem, provides context and puts into words the action (hopefully the best solution among many choices) that addresses the problem. It is a great way to focus the discussion. PHIRs can be written by staff, brought through a Committee (if applicable), and then presented to the Board.
